I think it is explained in the instructions by the lack of info, but to be sure. Do you use the original steel sleeves, that were under the rubber bushings, under the plastic bushings or are they adequately supported without these?

Secondly is it correct that you do NOT over tighten the lock nuts but only pinch them then use the second nuts to secure the position.

That is correct, you do not need the sleeve and the second lock nut secures the bushings just snug but not tight.
