Is there a jam nut in between the tie rod and the outer tie rod converter sleeve? Will the sleeve be used to help adjust toe like the stock adjuster rods?

Yes, you use the stock LH thread nut from your car originally. Yes, they are LH and RH threaded so they will adjust toe when they are rotated.
